SIx people died and niner were injured in sabbatum even’s edifice burst in Saidulajab, officials said on Sunday, even as rescuers continued to comb through the debris, after yet another accident in the Capital that triggered alarm about illegal constructions and loose enforcement standards.The four-storey building, on which two additional floors were under construction, collapsed around 7.25pm in Saidulajab, a congested neighbourhood down the road from the Saket Metro station. Narrow lanes zig-zag each other, with rows of newly-built buildings packed wall-to-wall in the south Delhi neighbourhood home largely to students, candidates preparing for standardised examinations and early-career professionals.The building – which housed a co-working space – crumpled onto an adjacent eatery, where several students were having dinner. Some portions of the building, which police officers said was an illegal construction, also crashed into a building on the right, showed a video of the incident captured by a bystander. HT was not able to verify the authenticity of the video.The immediate trigger of the collapse is unclear.The six victims were identified as Ravi Prakash (26), a doctor; Ekta (23); Kapil (26), Alok Verma (23), and Nalin Rai (23), all BTech graduates; and Parvati Ojha (39), who owned the eatery.Delhi Police filed a case under sections 105 (culpable homicide not amounting to murder), 125 (act endangering life or personal safety) and 290 (negligent conduct in building works) of the Bharatiya Nyaya Sanhita against unknown people and said they were working to identify the people who owned the building.The Municipal Corporation of Delhi (MCD) suspended two of its engineers, the state government ordered an inquiry, and chief minister Rekha Gupta said “strict action will be taken against all unauthorised constructions.”Most of the people injured were engineers or doctors studying at coaching institutes in the area or who lived in the neighbourhood, said police officers and residents. As of Sunday evening, seven people were being treated in hospital and two were discharged.Dhrupal Patel (27), who was studying at the adjacent institute and preparing for NEET-PG, said he and his friends heard a loud thud and assumed it was a thunderstorm.“But when we stepped out, we saw a cloud of dust,” he said.“For the first few minutes, we couldn’t realise anything and then figured out that the building had collapsed and the eatery was buried under it. We could hear people screaming. We helped about five or six people come out from under the debris. By then, police had arrived and started rescuing people,” said Patel.About 150 people studying at the institute, which coaches students for medical entrance examinations, left the building.A Delhi Police officer aware of the matter said a preliminary inquiry confirmed the area was an unauthorised colony.“It appears the building was illegal, but a team has been formed to ascertain the details of ownership,” the officer said.An MCD official said no new constructions were permitted in Saidulajab. “There are no approved layout plans or building plans in this area. It is an unauthorised colony that has developed on agricultural land,” said the official.The collapse snuffed out a clutch of hopes and aspirations in the very neighbourhood the victims were preparing to achieve them.Nalin arrived in Delhi a year ago to prepare for engineering services examinations. Kapil had cleared a competitive exam on Saturday itself and went to the eatery to celebrate with friends. Ravi’s father, a farmer in Uttar Pradesh’s Gonda, had taken loans to fund his MBBS degree from a university in Kyrgyzstan. Ekta, also an MBBS graduate from Kyrgyzstan, was preparing for the Foreign Medical Graduate Examination (FMGE). Alok, from Lucknow, was preparing for the Engineering Services Examination.One of the injured, Ashutosh Kumar (23), a BTech graduate who was preparing for the Graduate Aptitude Test in Engineering (GATE) and the Engineering Services Examination, said he was having dinner with friends when the building fell.He sustained injuries to his hands and legs. “We had no time to react. I was with Nalin, Kapil, Anuj, Vishal and Aditya. Officials rescued me about five minutes after the incident,” he said.“But Kapil was not pulled out for at least the next 20 minutes. I could see him,” said Kumar.Friends and family members of the deceased also said the National Disaster Response Force (NDRF) and other agencies were slow to respond and lacked equipment.“They only had one gas cutter and no scanners to check if there was a body under the debris. It’s shocking that the NDRF did not have the proper equipment,” said Kumar.Ojha ran the canteen for four years. Her family said she ran back inside to warn students when she sensed the building was collapsing.
