Patsy Gutierrez, a vendor at the festival, told The Canadian Press she was serving customers when she saw "a huge wave" of people running.

"Everybody started getting frantic and then we stopped serving," she said. "I don't think it should be something that's happening in these type of events."

Valerie Rodriguez said she was sitting next to a restaurant when she saw people screaming and running.

"A bunch of people ... Told us to lay down onto the floor," she said. "We got scared because we didn't know exactly what was happening."

Toronto police said no arrest has been made at this time. 

The service also didn't provide an estimate on how many people were in the area at the time.

Police are set to speak with reporters in about 15 minutes.

He sent several videos showing the moments after the shooting.

Deonarain said paramedics were doing chest compressions on one person. 

The crowd has been told to disperse, and Derick's videos show armed police standing guard among those leaving the event. 

He described a hectic scene following the shooting as the crowd rushed away from the shooter.

"People were falling over each other, running into restaurants, knocking over patio furniture," he said.

He said some parents in the crowd were shielding their kids as they scrambled away.

Police are urging people to stay away from the Salsa on St. Clair festival after two people were killed and others were injured by an active shooter.

She said multiple shots rang out.

Toronto police are reporting two people are dead and three others have been located with gunshot wounds. Shots were fired shortly after 8 p.m. At the Salsa on St. Clair festival in the area of St Clair Avenue West and Arlington Avenue. 

Toronto paramedics are still on site treating people and said they may be transporting several patients to hospital. 

Police say they have secured the scene and are advising the public to stay away from the area.

Police officers ask the crowd to move away from the crime scene.

Ontario Premier Doug Ford said on social media that he was "devastated by the senseless violence" in response to the deadly shooting.

He vowed: "The person responsible must be caught, brought to justice and spend the rest of their life behind bars."
