Surrey mayor calls for national intervention as shootings and extortions plague city
Another audience member asks what the hold up is with arrests and charges, to which Attorney General Niki Sharma responds that she's in regular contact with the B.C. Prosecution Service.
She refers to arrests made in October, where charges were laid two days later.
âThe prosecution service is ready and it is top priority and you have my word that I'm watching that,â she said.
Surrey-Newton Liberal MP Sukh Dhaliwal doesnât answer the question posed by the audience member about how the governmentâs immigration policies over the last decade play into extortion.
Instead, he said heâs working to get all the police agencies together to deal with the crisis, and that the prime minister is committed to dealing with it.
âAll three orders of government and the police forces have to get into a room and figure out the solution,â he said.
âAnd, in fact, it is in the works.â
Audience member Bhupinder Singh Dhaliwal says heâs been in Canada for nearly 50 years and, in his opinion, the âmass migrationâ over the past 11 years has had a role to play in the rise in extortion cases.
Locke's call for more policing has been generally supported by provincial and federal authorities, but a criminologist has warned it would merely be a Band-Aid solution.
"There aren't 150 police officers available right now," he said, pointing out ongoing short-staffing issues within the RCMP.
Mayor Locke says she feels like her city is âon an islandâ when it comes to grappling with the extortion crisis.
âThis is not a Surrey problem, this is an international problem and we need help from all orders of government,â she said.
Locke reiterates her calls for additional specialized officers in Surrey. Krieger, B.C.'s public safety minister, responds that âthere is no greater priority than tacklingâ the extortion crime wave.
âYou should be upset. This took too long. As often happens when we get waves of a crime come in, we were initially on the back foot. For sure we were. Iâm here to tell you thatâs the truth,â Brewer said of the RCMP.
âWeâre not anymore. We have the right resources in the task force. Weâre making great progress.â
After making an impassioned plea for community members to come forward to help solve extortion cases, B.C. RCMP Asst. Commissioner John Brewer fields a question from Braich on the âsurge of resourcesâ announced today to deal with the extortion crisis.
She asks why it took so long to deploy the resources, given how long extortion cases have been reported in the region.
In response, Brewer says resource deployment is led by the provincial task force, and that police are not using a scattershot approach.
âSurreyâs a big place. It does no good to have five police vehicles driving around aimlessly,â he said.
âEvery police resource we put in, is put through the task force,â he adds.
Before tonight, Lipinski had said his municipal force is well resourced.
Lipinski said multiple agencies are engaged in a complex response to the crisis.
âItâs difficult to discern why Surrey and why now â but I can give you some context,â Lipinski said.
He points to a large number of incidents in Brampton, Ont., and Edmonton over the years â but says the number of cases shot up dramatically in Surrey this year.
âIn 2024, we had 10 files. Now, in 2025, weâre up to 95-plus. We just got hit with this, and it was very difficult to very quickly react and start investigating,â he said.
Braich started the conversation by addressing some of those who have been most affected by extortion: those in the business community.
Sandhar, from the South Asian Business Association, said there have been many challenging emotions for the business community over the past few years â from anxiety during the COVID-19 pandemic to fear now in the face of extortion.
âUnfortunately, it has moved [from] if it will be me, [and] now it is, âWhen will it be me?ââ
She said sheâs heartened to see some arrests related to extortions, but wants to see a more visible police response.
