As first reported by Axios last night, American and Russian envoys had together drafted a 28-point plan to end the war. It said that Ukraine and Europe would receive a U.S. Security guarantee in exchange for Kyiv ceding parts of eastern Ukraine to Russia that Moscow does not currently control.

News of the plan comes as Ukrainian troops had been preparing for intense fighting over the winter, and in the midst of a corruption scandal in the Zelenskyy government which saw two cabinet ministers fired yesterday.

Russia has said the plan is not a new U.S. Initiative, according to Reuters.

"Consultations are not currently underway. There are contacts, of course, but there is no process that could be called consultations," Kremlin spokesperson Dmitry Peskov said.

He said Russia had nothing to add beyond the position President Vladimir Putin laid out at a summit with U.S. President Donald Trump in August, adding that any peace deal must address the "root causes of the conflict," a phrase Moscow has long used to refer to its demands.

Ukrainian Prime Minister Yulia Svyrydenko says she met with U.S. Secretary of the Army Daniel Driscoll in Ukraine earlier today.

"This visit provides an important opportunity for the senior military officials accompanying the secretary to assess the situation on the ground and to witness first-hand the consequences of Russian aggression," Svyrydenko wrote on social media.

Driscoll and a delegation of senior U.S. Military officials also met Ukraine's military chief on Wednesday, according to Reuters.

There are reports that the U.S. And Russia have drafted a plan that would end the war in Ukraine, but it proposes that Kyiv give up territory and some weapons.

Ukrainian President Volodymyr Zelenskyy is expected to soon meet with United States army officials in Kyiv, according to Reuters, following reports that the U.S. And Russia have drafted a peace plan to end the war.

European Union officials have expressed concern that the plan is likely favourable to the Kremlin.

"For any plan to work, it needs Ukrainians and Europeans on board," EU foreign policy chief Kaja Kallas said at the start of a meeting in Brussels of the 27-nation bloc's foreign ministers.

It's not yet clear whether European foreign ministers have seen the peace plan, reportedly drawn up by U.S. And Russian envoys, and which was said to include forcing Ukraine to cede territory — a prospect Zelenskyy has previously ruled out.
