The shooting happened on Day 2 of what the DHS described as its largest operation ever.

Around 2,000 Customs and Border Patrol (CBP) agents and ICE officers were expected to take part in raids in the neighbouring cities of Minneapolis and St. Paul, Minn.

U.S. Secretary of Homeland Security Kristi Noem said Tuesday on social media that the deployment had led to 1,500 arrests of what she called "crooks and creeps."

Over the course of his second term, Trump has been sending federal immigration agents to major U.S. Cities, including Los Angeles, Chicago, Washington, D.C., Portland, Ore. And New Orleans.

While the Supreme Court ruled in December against the Trump administration's use of the National Guard in Chicago to backstop the federal officers, nothing in the ruling stops the deployment of ICE and CBP agents in cities across the U.S.

Nicole Sganga with CBS News in Minneapolis says a calm has settled in the neighbourhood where the shooting happened, as people come to lay flowers at a vigil for the person who was fatally shot.

Sganga said the protest dispersed quickly, "but not without a lot of tension."

About 200 people marched from the scene of the shooting towards Minneapolis City Hall and were continuing to make their way through the city’s downtown this afternoon, according to the Minnesota Star Tribune.

People who say they witnessed the shooting are contradicting what federal officials are saying.

Aiden Perzana told the Minnesota Star Tribune that the woman was not aiming for anyone with her car.

"Somebody was trying to pull her out of her car," he said. "She was just trying to get away."

Perzana added that three agents surrounded her vehicle as it began moving, but there was "plenty of room" for her to get by.

A U.S. Immigration and Customs Enforcement officer shot and killed a Minneapolis motorist on Wednesday during the Trump administration's latest immigration crackdown on a major American city. Federal officials claim the shooting was an act of self-defence, but the city's mayor angrily blasted that characterization.

A black Honda Pilot SUV is parked across a street partially covered by snow, its engine idling and the driver's window open.

A grey pickup truck drives up to about a car-length away from the Honda and two male, masked ICE officers emerge and walk toward the SUV. One of them says, "Get out of the car. Get out of the f--king car."

One officer tries opening the driver’s door. As the SUV reverses briefly, a third ICE officer can be seen stepping in front of the vehicle.

Then, just as the vehicle starts to move forward, the third officer pulls his gun and fires what appear to be three shots into the driver’s side of the vehicle.

The vehicle then slowly drifts toward the left-hand side of the street as onlookers scream at the ICE officers.

U.S. President Donald Trump is siding with ICE's version of events, blaming the woman who was killed for provoking the shooting.

As Walz's news conference got underway, Trump said he had watched a video clip of what happened, and included it with his post on social media.

"The woman driving the car was very disorderly, obstructing and resisting, who then violently, willfully, and viciously ran over the ICE Officer, who seems to have shot her in self defense," Trump said in a social media post.

The video does not show that the vehicle "ran over" the officer. In fact, it shows the officer firing three shots after stepping from the front of the vehicle to the driver’s side.

"The reason these incidents are happening is because the Radical Left is threatening, assaulting, and targeting our Law Enforcement Officers and ICE Agents on a daily basis," Trump said.

Walz said he has issued a 'warning order' to the Minnesota National Guard to be prepared to deploy if necessary.

He later said his government wanted to have the state's National Guard at the ready in case protests over the shooting become violent and destructive.

"When we see these types of things happen … and we saw it with the murder of George Floyd, there's folks that want to cause chaos," he said.

"Where the vast majority of those protests were peaceful … there were those that destroyed property and put people at risk. The National Guard is there to make sure that peaceful protests are able to be done and that those who want to do the destruction are stopped from doing that."

Walz said he shared Minnesotans’ anger, but urged people to protest peacefully if they choose to exercise their First Amendment rights.

"They want a show, we can't give it to them. We cannot," he said, illustrating his earlier comment that the Trump administration is "governing by reality TV."

Trump administration's 'recklessness' to blame for deadly ICE shooting, governor says

Minnesota Gov. Tim Walz said the Trump administration’s immigration policies are responsible for the death of a woman in Minneapolis, adding that he warned for "weeks" that ICE's presence in the city would get someone hurt or killed.

In a message that echoed the sentiments of Minneapolis's mayor, Walz was blunt in his comments to U.S. Federal officials.

"From here on, I have a very simple message: We do not need any further help from the federal government," he said.

"To Donald Trump and Kristi Noem: You've done enough."

Walz called the actions of the Trump administration reckless and said he had been warning for weeks that its 'dangerous, sensationalized operations' in Minneapolis were a threat to public safety.

'What we're seeing is the consequences of governance designed to generate fear, headlines and conflict,' he said.

"It's governing by reality TV, and today that recklessness cost someone their life."

Minnesota Gov. Tim Walz is holding a news conference soon to speak about the shooting. Walz had previously made clear his concerns about ICE's presence in Minneapolis.
