Minnesota Gov. Tim Walz is now addressing reporters, providing what his office described as a public safety update following yesterday's fatal shooting.

Noem said "Minnesota is a trainwreck" in response to a question about the state's investigations agency, the Minnesota Bureau of Criminal Apprehension (BCA), saying it's been sidelined from the FBI's probe into the ICE shooting.

Noem smiled and nodded when asked about the BCA's statement that the FBI is not providing access to evidence and will not work jointly with it.

"I'd like to know where they've been and why they're not out on the streets investigating all of these people that are harassing and inciting violence on law enforcement officers right now," Noem said, apparently referencing citizens who have followed ICE operations in Minnesota.

"They're not doing their work. They haven't for years and maybe they should get to work a little bit on the unprecedented fraud that we've seen in Minnesota."

Trump has repeatedly accused Somalis of stealing billions of dollars from Minnesota, and lashed out against Somali immigrants in December calling them "garbage" and saying they "contribute nothing" to the country.

"Minnesota … is corrupt and it was under the leadership of Governor [Tim] Walz and this mayor … and now they're allowing violence to go forward on the streets as well," said Noem.

Minnesota's state investigations agency says the U.S. Attorney's office has cut off its access in the fatal shooting of a Minneapolis woman by an ICE agent.

"The investigation would now be led solely by the FBI, and the BCA would no longer have access to the case materials, scene evidence or investigative interviews necessary to complete a thorough and independent investigation," Minnesota Bureau of Criminal Apprehension Superintendent Drew Evans said in a statement.

It had been decided that the BCA would investigate Good's shooting death along with the FBI, but that later was changed by the U.S. Attorney's office, according to Evans.

The BCA "has reluctantly withdrawn from the investigation," Evans wrote.

Answering questions from reporters, Noem once again called events preceding the shooting "an act of domestic terrorism."

The secretary of homeland security said the officer who killed Renee Good "did follow his training."

A reporter interrupted her, asking how shooting "point-blank into a driver's window" could be an act of self-defence.

"This is an experienced officer who followed his training, and we'll continue to let the investigation unfold … but let's remember the events that surrounded what happened yesterday," Noem said.

"These individuals had followed our officers all day, had harassed them, had blocked them in. They were impeding our law enforcement operations, which is against the law."

Noem said ICE officers had "demanded, commanded" Good to exit her vehicle.

"These law enforcement officers, every day, put their lives on the line," she said.

Noem has not directly addressed the Minneapolis ICE shooting yet, instead outlining this New York-based operation.

However, she did mention Minneapolis while speaking about sanctuary policies — which are attempts by local governments to protect immigrants from federal raids. She says they have instead protected criminals.

"Sanctuary policies, whether they're here in New York City, whether they're in California, Illinois or Minneapolis: if you are a criminal illegal alien, we are coming to get you," Noem said.

"If you think you can harm a citizen of the United States or a law enforcement officer, we will find you and bring you to justice."

But Noem and other officials are taking questions now.

U.S. Homeland Security Secretary Kristi Noem just stepped up to the podium and has started speaking.

She is listing a number of crimes involving immigrants in New York who are now being targeted by a joint law enforcement operation called "Operation Salvo" by Customs and Border Protection.

The president of Old Dominion University in Norfolk, Va., where the victim studied creative writing, has released a statement in the wake of Renee Nicole Good's death.

"This tragedy reflects the deep strain being felt in countless communities across our nation. As citizens, it is our duty and right to call upon leaders and officials to restore civility in all facets of our lives, especially at the hands of those who are entrusted to protect and serve," wrote Brian O. Hemphill.

"May Renee’s life be a reminder of what unites us: freedom, love, and peace. My hope is for compassion, healing, and reflection at a time that is becoming one of the darkest and most uncertain periods in our nation's history."

A witness to the shooting told CNN her "life is forever changed" after what happened.

Emily Heller recounted how she was in the middle of making breakfast when she heard whistles, a signal residents use to warn neighbours of the presence of ICE agents.

Heller said she ran outside and saw agents yelling at a woman in an SUV.

She said Good "was totally peaceful" before the agents began yelling at Good to move and "aggressively" approached her car, according to CNN.

"An ICE agent stepped in front of her vehicle and said, 'Stop!' and then — I mean, she was already moving — and then, point-blank, shot her through her windshield in the face," Heller told CNN.

U.S. Senate Democratic Leader Chuck Schumer spoke after Jeffries, saying he watched a video of the fatal shooting and that it "felt like your stomach was being punched."

The video shows "no justification for what these agents did," Schumer said.

He called for a "full investigation" by the federal government as well as local agencies, but noted he has "little faith in what the FBI are doing with their investigation or DHS," referring to the Department for Homeland Security headed by Noem.

U.S. House minority leader and Democrat Hakeem Jeffries just spoke to journalists, calling Secretary of Homeland Security Kristi Noem a "stone cold liar" for blaming the ICE shooting on the victim who was killed.

"There's no evidence at all that this was a justified shooting," Jeffries said. "She hasn't even been buried. Her family is grieving; she was a single mom and an American citizen."

Jeffries said he and his colleagues are "outraged" by the shooting and said, "we will respond decisively."

"We support the removal of violent felons from this country who are here illegally. But that's not what this administration has been doing under the so-called leadership of [Noem]," he said.
