"Of course, no one wants an American citizen to be killed," Vance said.
But he added, "it's a tragedy of the making of the far left," which he later further described as "the far-left lunatic fringe."
"They have radicalized a very small subset of the population, taught them that ICE agents are engaging in widescale violation of people's rights."
He said that ICE officers should be supported in doing their jobs because "we have way too many illegal aliens in our country."
"Democrats have to stop rallying the mob against legitimate law enforcement operations."
The way the media has reported Good's killing is "an absolute disgrace," Vance told reporters at the White House Thursday afternoon.
The U.S. Vice-president read aloud a CNN headline of the events: "Outrage after ICE officer kills U.S. Citizen in Minneapolis."
"Well," he said, "that's one way to put it."
He called what happened with Good "an attack on federal law enforcement; this was an attack on law and order; this was an attack on the American people."
"The way that the media by and large has reported this story has been an absolute disgrace and it puts our law enforcement officers at risk every single day."
Vance said that the ICE officer who shot Good "nearly had his life ended" and was dragged by a car six months ago.
"So you think maybe he’s a little bit sensitive about somebody ramming him with an automobile?"
Good was there to "interfere" and was part of a group of "left wing radicals," he claimed, adding that she was not just "some innocent woman" out for a drive.
White House press secretary Karoline Leavitt and Vice-President JD Vance are now holding a news conference to announce that the government is creating a new assistant attorney general role focused on welfare fraud — an issue linked to Minnesota.
But Leavitt started by saying the entire Trump administration stands "fully" behind the "heroic men and women of ICE."
Walz also called for protesters to continue demonstrating peacefully.
"This is a brazen use of force. They want us to bend the knee. They want us to capitulate," the Minnesota governor said, appearing to speak of Trump administration officials.
"The way we give them what they want is [to] allow them to use this as an excuse to put more troops on the ground."
Walz said he witnessed someone showing up to a protest with a bullhorn to yell at demonstrators.
He said he believed more would try to "to antagonize folks who were peacefully protesting … and again, the desire to move on that individual is exactly what they want."
In closing out today's news conference, Walz acknowledged that some Minnesotans may be feeling scared, angry and a little hopeless "in this moment."
But he suggested that the rest of the country was looking to the state to "hold the line on democracy, to hold the line on decency, to hold the line on accountability."
Minnesota's commissioner of public safety, Bob Jacobson, is urging anyone demonstrating to do so peacefully.
"Minnesotans came out yesterday to express their grief, their frustration and their anger at this terrible tragedy. I expect that they will continue to come out today," he said.
"I want to remind everyone that there are safe ways to do so. Our goal is to reduce tensions, to avoid conflict and to maintain a calm environment."
He asked people to march or walk in public areas where pedestrians are permitted, and to use chants, speeches and display signs to exercise their First Amendment rights.
Jacobson then ran through a list of unsafe behaviours he wants Minnesotans to avoid, including:
Walz is denouncing the sidelining of Minnesota's state investigations agency from the FBI's probe into the ICE shooting.
"It feels very, very difficult that we will get a fair outcome," Walz said, noting the Minnesota Bureau of Criminal Apprehension's unit charged with investigating use-of-force cases is the product of years of bipartisan legislative action.
"They are trusted by the people, people who are not by inclination trusting of law enforcement or government," the governor said.
He explained that he doesn't believe the federal government will arrive at a fair outcome on its own because of statements by Trump, Vice-President JD Vance and Noem, who "have already passed judgment."
He repeated that it's "very, very difficult for Minnesotans to think in any way this is going to be fair when Kristi Noem was judge, jury and basically executioner yesterday."
Walz said he will continue to press for the agency to be included.
"I just want to make this as clear as possible to everyone: Minnesota must be part of this investigation," he said.
Minnesota Gov. Tim Walz is speaking now and began by extending sympathies and condolences to Renee Nicole Good's family, including her wife and child.
He thanked Minnesotans and Americans for donating to a fund that has been set up to support the family.
"Last night, we saw Minnesotans meet the moment once again," Walz said, noting thousands had demonstrated peacefully.
"They shared a message that the reckless ICE mobilization is not keeping us safe and led to the tragedy that the world witnessed," he added.
"There's strength in numbers; there's power in peace."
Minnesota Gov. Tim Walz is now addressing reporters, providing what his office described as a public safety update following yesterday's fatal shooting.
Noem said "Minnesota is a trainwreck" in response to a question about the state's investigations agency, the Minnesota Bureau of Criminal Apprehension (BCA), saying it's been sidelined from the FBI's probe into the ICE shooting.
Noem smiled and nodded when asked about the BCA's statement that the FBI is not providing access to evidence and will not work jointly with it.
"I'd like to know where they've been and why they're not out on the streets investigating all of these people that are harassing and inciting violence on law enforcement officers right now," Noem said, apparently referencing citizens who have followed ICE operations in Minnesota.
"They're not doing their work. They haven't for years and maybe they should get to work a little bit on the unprecedented fraud that we've seen in Minnesota."
Trump has repeatedly accused Somalis of stealing billions of dollars from Minnesota, and lashed out against Somali immigrants in December calling them "garbage" and saying they "contribute nothing" to the country.
"Minnesota … is corrupt and it was under the leadership of Governor [Tim] Walz and this mayor … and now they're allowing violence to go forward on the streets as well," said Noem.

Minnesota's state investigations agency says the U.S. Attorney's office has cut off its access in the fatal shooting of a Minneapolis woman by an ICE agent.
"The investigation would now be led solely by the FBI, and the BCA would no longer have access to the case materials, scene evidence or investigative interviews necessary to complete a thorough and independent investigation," Minnesota Bureau of Criminal Apprehension Superintendent Drew Evans said in a statement.
It had been decided that the BCA would investigate Good's shooting death along with the FBI, but that later was changed by the U.S. Attorney's office, according to Evans.
The BCA "has reluctantly withdrawn from the investigation," Evans wrote.
