Back in Minnesota, protesters remain gathered outside of a federal building in the twin city of Minneapolis-St. Paul that's serving as a major base for the operation.

Images and video from that site have shown some arrests, with U.S. Border Patrol officers pushing people back, dousing them with pepper spray and firing tear gas.

"We should be horrified," protester Shanta Hejmadi told The Associated Press. "We should be saddened that our government is waging war on our citizens. We should get out and say no. What else can we do?"

The protesters have been holding signs and chanting slogans like "No More ICE," "Quit Your Job" and "Justice Now!"

Being part of a far-left network doesn't justify being shot, Vance said in response to another reporter question.

"But ramming an ICE officer with your car, that’s what justifies being shot," he added.

"The reason this woman is dead is because she tried to ram somebody with her car."

Video taken by bystanders and posted to social media shows an officer approaching Good’s car, demanding she open the door and grabbing the handle. When she begins to pull forward, another officer standing in front of the vehicle pulls his weapon and immediately fires at least two shots into the vehicle at close range.

Federal officers have repeatedly described it as an act of self-defence.

The Associated Press reports that Justice Department policy says deadly force is allowed only when no reasonable alternative exists, including stepping out of the vehicle's path.

Vance is framing the ICE shooting as an act of self-defence and has said several times that Good "tried to ram" the officer with her car and "ran into" him, despite video of the altercation showing Good was killed as her vehicle was turning.

"The reason this woman is dead is because she tried to ram somebody with her car and that guy acted in self-defence," Vance said.

"That is why she lost her life and that is the tragedy."

A reporter then asked if Vance truly believed Good intended to run over the ICE officer who shot her, even after seeing the video of the shooting.

"I don't know what was in her heart and what was in her head but I know that she violated the law and I know that that officer was acting in self-defence," Vance said.

"If you are funding violence against our law enforcement officers — I'm not a prosecutor, but my guess is that's not the sort of thing that earns capital punishment but it should sure as hell earn you a few years in prison," he said.

While answering reporter questions, Vance claims that Good "aimed her car at a law enforcement officer and pressed on the accelerator."

"Nobody debates that," he said, despite city and state officials contradicting federal characterizations of the incident. "I can believe that her death is a tragedy, while also recognizing that it’s a tragedy of her own making."

He added that he isn't happy Good lost her life, but also isn’t happy she was at the protest "violating the law, by interfering with a law enforcement action."

"Of course, no one wants an American citizen to be killed," Vance said.

But he added, "it's a tragedy of the making of the far left," which he later further described as "the far-left lunatic fringe."

"They have radicalized a very small subset of the population, taught them that ICE agents are engaging in widescale violation of people's rights."

He said that ICE officers should be supported in doing their jobs because "we have way too many illegal aliens in our country."

"Democrats have to stop rallying the mob against legitimate law enforcement operations."

The way the media has reported Good's killing is "an absolute disgrace," Vance told reporters at the White House Thursday afternoon.

The U.S. Vice-president read aloud a CNN headline of the events: "Outrage after ICE officer kills U.S. Citizen in Minneapolis."

"Well," he said, "that's one way to put it."

He called what happened with Good "an attack on federal law enforcement; this was an attack on law and order; this was an attack on the American people."

"The way that the media by and large has reported this story has been an absolute disgrace and it puts our law enforcement officers at risk every single day."

Vance said that the ICE officer who shot Good "nearly had his life ended" and was dragged by a car six months ago.

"So you think maybe he’s a little bit sensitive about somebody ramming him with an automobile?"

Good was there to "interfere" and was part of a group of "left wing radicals," he claimed, adding that she was not just "some innocent woman" out for a drive.

White House press secretary Karoline Leavitt and Vice-President JD Vance are now holding a news conference to announce that the government is creating a new assistant attorney general role focused on welfare fraud — an issue linked to Minnesota.

But Leavitt started by saying the entire Trump administration stands "fully" behind the "heroic men and women of ICE."

Walz also called for protesters to continue demonstrating peacefully.

"This is a brazen use of force. They want us to bend the knee. They want us to capitulate," the Minnesota governor said, appearing to speak of Trump administration officials.

"The way we give them what they want is [to] allow them to use this as an excuse to put more troops on the ground."

Walz said he witnessed someone showing up to a protest with a bullhorn to yell at demonstrators.

He said he believed more would try to "to antagonize folks who were peacefully protesting … and again, the desire to move on that individual is exactly what they want."

In closing out today's news conference, Walz acknowledged that some Minnesotans may be feeling scared, angry and a little hopeless "in this moment."

But he suggested that the rest of the country was looking to the state to "hold the line on democracy, to hold the line on decency, to hold the line on accountability."

Minnesota's commissioner of public safety, Bob Jacobson, is urging anyone demonstrating to do so peacefully.

"Minnesotans came out yesterday to express their grief, their frustration and their anger at this terrible tragedy. I expect that they will continue to come out today," he said.

"I want to remind everyone that there are safe ways to do so. Our goal is to reduce tensions, to avoid conflict and to maintain a calm environment."

He asked people to march or walk in public areas where pedestrians are permitted, and to use chants, speeches and display signs to exercise their First Amendment rights.

Jacobson then ran through a list of unsafe behaviours he wants Minnesotans to avoid, including:

Walz is denouncing the sidelining of Minnesota's state investigations agency from the FBI's probe into the ICE shooting.

"It feels very, very difficult that we will get a fair outcome," Walz said, noting the Minnesota Bureau of Criminal Apprehension's unit charged with investigating use-of-force cases is the product of years of bipartisan legislative action.

"They are trusted by the people, people who are not by inclination trusting of law enforcement or government," the governor said.

He explained that he doesn't believe the federal government will arrive at a fair outcome on its own because of statements by Trump, Vice-President JD Vance and Noem, who "have already passed judgment."

He repeated that it's "very, very difficult for Minnesotans to think in any way this is going to be fair when Kristi Noem was judge, jury and basically executioner yesterday."

Walz said he will continue to press for the agency to be included.

"I just want to make this as clear as possible to everyone: Minnesota must be part of this investigation," he said.
