In the same post from earlier, DHS said "about 200 rioters" arrived at the scene and "began to obstruct and assault" officers. The post doesn't include specific details.

"Crowd control measures were deployed for the safety of the public and law enforcement," the post says.

The news conference ends with questions around whether local officials will be included in the investigation, or kept in the dark as they were with the investigation into Good's death. O'Hara said he has spoken with DHS, who told local police they had no information to share with him. 

A reporter follows up by asking whether he believes there was no information, or whether it was a matter of information not being shared.

"I don't know if the individual we were in contact with would [withhold information] or not. This is a Saturday morning," he said. "And, just like it was for us, it was a scramble to do an emergency call and get people to the scene."

The police chief said it's his understanding that more than one officer fired their weapon. He doesn't directly answer a question about the agent's whereabouts now.

A reporter in the room asks officials to confirm the account from the DHS post, which said the officer shot the man in self-defence because he had a 9-mm handgun. 

O'Hara said city police responded to the scene after the shooting and have only seen the video.

"We do not know what happened prior to the recording that is online right now," O'Hara said.

He said the victim lived in the city and was believed to be a legal gun owner with an open-carry permit.

Taking further questions, O'Hara speaks to the increasingly volatile scene in south Minneapolis.

He said city police are responsible for safety on the streets and "are doing everything they can" to maintain the peace with the help of Minnesota State Patrol and officers from neighbouring suburbs. He said firefighters have extinguished two small fires.

"We need people to leave the area at this time," the police chief said, adding that the National Guard is aware of the situation but not responding at this time.

Rachel Sayre, the director of the city's emergency management department, takes the podium to outline the support available for locals in Minneapolis. 

She said she cannot overstate how Operation Metro Surge has affected the city and compares the environment to her experience overseas.

"My background is in international humanitarian response in conflict zones. In Yemen, Haiti, Syria, Iraq and Ukraine. What I've seen here is what I've seen there: a powerful entity violently and intentionally terrorizing people, making them afraid to go outside, so they can't earn a living, so kids stay out of school. This has a lasting, generational impact," she said.

"In these times, you see the best and the worst. The worst is the terror and the feeling of helplessness. The best is, and will continue to be, our community's response."

Frey ends by addressing Trump directly:

"This is a moment to act like a leader. Put Minneapolis — put America — first in this moment. Let's achieve peace. Let's end this operation and, I'm telling you, this city will come back. Safety will be restored. We're asking for you to take action now to remove these federal agents."

Frey, as he did after Renee Good's death and the detention of a five-year-old boy earlier this week, said the Trump administration's immigration operation in Minneapolis needs to end immediately.

"They should be reflecting right now and asking themselves, 'What exactly are you accomplishing?' If the goal was to achieve peace and safety, this is doing exactly the opposite. If the goal was to achieve calm and prosperity, this is doing exactly the opposite."

Minneapolis Mayor Jacob Frey, speaking now, said he has watched a video of the shooting.

"I just saw a video of more than six masked agents pummeling one of our constituents and shooting him to death. 

"How many more residents? How many more Americans need to die or get badly hurt for this operation to end? How many more lives need to be lost before this administration realizes that a political and partisan narrative is not as important as American values?"

O'Hara said the protest at the scene is currently considered an "unlawful assembly" and people should leave the area.

"We urge everyone to remain peaceful. We recognize that there is a lot of anger and a lot of questions around what has happened, but we need people to remain peaceful," he said.

"We ask everyone to remain calm and please, do not destroy our city."
